The Jesse Helms Center is the official repository for the Congressional papers of Senator Helms.  The papers span his 30 year Senate career from 1973-2003.  Also included in the collection are the personal papers of Senator Helms which document his pre-Senate career as Executive Vice-President of WRAL television station in Raleigh, NC, his stint on the Raleigh City Council, and his civic activities in the Raleigh area.  This important segment of the collection dates from the 1950s to the 1970s.

Use of the Collection

Rules concerning the use of the materials in the Helms Center Archives are designed to protect the materials and ensure that they will be available for future use.  We appreciate your cooperation.

 

Anyone wishing to do research in the collection must first contact the archivist.  

Please Note:

  • Smoking is not permitted in the building
  • You must fill out a brief registration form and present an identification card with photograph in order to use the materials
  • Archives materials are housed in closed stacks and are paged upon request for use in the Reading Room
  • No materials are paged the last 15 minutes of the day

Digital Scanning Policy

Electronic copies of manuscripts and books will provide flexibility for patrons needing reproductions for research purposes.

 

Requests for scanning of items must be approved by the Archivist.  Requests will be denied if the item is too fragile, brittle, or too large to be scanned with available hardware, or if the size of the request will place an unreasonable strain on available staff resources. Photographs will not be scanned for patrons due to the damage caused by the scanning process. 

When requests are approved, images will be delivered to the patron as TIFF files. Scanning will be done at a resolution of 150 dpi.  Requested scans can be delivered as either color or grayscale images.  Each image’s print dimensions will correspond on a 1:1 ratio with the original object. Files can be delivered via a CD or as an electronic mail attachment. 

Scanning requests will be completed in the order that they are received and approved.  If an excessive number of requests are submitted, a work order may require as long as six weeks to complete.  The cost is $8 per scan.  Additional postage and handling will be charged if applicable.

  • Provision of this service does not constitute permission to publish, distribute, mount on the Internet, or otherwise publicly display images provided by the Helms Center Archives 
  • To request such permission, please write to Archivist, Jesse Helms Center, P.O. Box 247, Wingate, NC, 28174.  All use of digital images must comply with U.S. copyright laws
  • The Helms Center retains physical and copyright rights for all holdings in accordance with U.S. copyright laws

About Copying Archives Material

Photocopying of archival material may either self-service or staff-produced, at the discretion of the Archivist.  Manuscripts are never self-service copied.  The number of copies you may receive is limited.  Staff limitations along with the damage caused by photocopying to the holding prevent us from providing unlimited coping. 

Please consider the following before requesting copies:

 

  • All photocopying damages documents.  The light and heat produced during photocopying damage paper and contribute to fading.  Handling material is damaging, no matter how careful you are. 
  • We will allow photocopying as long as physical condition, copyright law, and the Archives agreement with the donor allow.
  • Photographs are never photocopied because of the damage done by the process.  If you need a copy of a photograph, please consult with the Archivist.
  • Complete volumes and entire manuscript collections may not be photocopied.

 

Copyright

Copyright protects the rights of the creators of published and unpublished original works, including photographers, artists, architects, publishers, singers, writers, and composers.  The copyright holder has the exclusive right to reproduce the work, prepare derivative works, distribute and/or sell the original work, and perform or display the work publicly.

 

Works created and published on or after January l, 1978, are protected through the life of the creator plus 70 years.  Unpublished works are protected from the life of the author plus 70 years.  If the death date of a creator of an unpublished work is unknown, the work is protected 120 years from its creation.  Consult www.loc.gov/copyright for current law.  State and federal documents are not copyrighted.

 

Permission to Publish

Providing reproductions does not denote permission to publish.  Written permission to publish must be obtained from copyright and/or literary right owners and from the Helms Center Archives for any publication or commercial use of copies.  Fees may apply at the discretion of the Archivist.  Submit requests to Archivist, Jesse Helms Center, PO Box 247, Wingate, NC, 28174.

 

Price List

Postage and handling fee:  Charged only when copies, prints, or CDs are mailed.  Additional postage will be charged to cover the cost of large orders.

 

Fax fee:  $5.00 per request.  Nothing over 10 pages can be faxed.

 

Photocopying fee:

Self-service copying:                                    $0.10 per page

Staff-produced copying                                 $0.50 per page

Scans                                                         $8.00 per scan

Photographic Prints:

Photographs can be reproduced at the following rates:

5x7” or 8x10”    $15/each for the first print            $5/each for additional print for same negative.

 

Audio and Video Recordings

Cassette or VHS copies of material are furnished at the rate of $25/each.  All copyright laws apply.

Collection Development Policy

In order to more fully meet its mission, The Jesse Helms Center Archives will collect papers of historical significance as follows:

  • The papers, both political and personal, of Senator Jesse Helms, his family, and his administrative staff.
  • The papers of any individual, group, or entity associated with the Modern Conservative Movement.
  • The administrative records of The Jesse Helms Center Foundation.
  • The papers of any elected or appointed senator or representative from the state of North Carolina; including those who served in Congress since 1789 to present.  Priority will be given to those members whose papers, in the judgment of the archivist, will best enhance the collection of Senator Helms.
  • The papers of unsuccessful candidates in significant elections.
  • The papers of political groups or individuals who influence elections and policies.  These may include, but are not limited to, League of Women Voters, media individuals, lobbyists, and campaign volunteers.

Criteria for Acceptance:

  • A deed of gift is signed.
  • Only limited and reasonable restrictions are requested.
  • The Member of Congress served a significant number of years or was involved in events of historical significance that give the papers extensive research value.
  • Weedable series are clearly distinguishable.  The Archives reserves the right to weed any items that are not appropriate for the collection.  Items deemed inappropriate will be destroyed or returned to the donor as specified in the deed of gift.
